Understanding MOSAIC: The Future of Light-Sport Aviation

MOSAIC is the most significant modernization of light-aircraft regulation in the United States since the creation of the Sport Pilot and Light-Sport Aircraft rules in 2004. It expands the aircraft that may qualify for light-sport category certification, broadens the aircraft that Sport Pilots may operate, and permits technologies and capabilities that were previously excluded.


However, it has also produced considerable confusion. Pilot privileges and aircraft certification are governed by different rules, became effective on different dates, and do not automatically change an aircraft’s approved limitations.


Here are the answers Montaer customers, pilots, and flight schools need to know.


Important: MOSAIC does not override an aircraft’s Airworthiness Certificate, Operating Limitations, Pilot’s Operating Handbook, weight-and-balance data, or manufacturer-issued documentation. Always use the approved documents applicable to the individual aircraft and serial number.

1. What is MOSAIC?


MOSAIC stands for Modernization of Special Airworthiness Certification. It is an FAA final rule that modernizes the design, certification, operation, maintenance, and alteration of light-sport category aircraft while expanding the aircraft that Sport Pilots may operate.


Among other changes, MOSAIC:


  • Removes the former 1,320-pound land-airplane weight ceiling from the certification framework for newly certificated light-sport category aircraft.

  • Permits light-sport category airplanes with as many as four seats.

  • Accommodates more powerful engines, modern avionics, retractable landing gear, and different propeller systems.

  • Expands Sport Pilot privileges to a much broader range of aircraft.

  • Allows qualified Sport Pilots to fly at night and operate more complex aircraft after receiving the required training and endorsements.

2. Is MOSAIC already in effect?


Partially.


MOSAIC has two principal implementation dates:

This means expanded Sport Pilot privileges are already in effect, but the new aircraft-certification provisions do not become effective until July 24, 2026. FAA effective-date guidance


3. Did MOSAIC simply eliminate the weight limit for every LSA?


No.


MOSAIC removes the old prescriptive maximum weight from the certification rules for aircraft certificated under the new framework. It does not erase the approved maximum takeoff weight shown in the documents of an aircraft already in service.


There are three different questions:


  1. What aircraft may a Sport Pilot operate?

  2. What aircraft may a manufacturer certificate as a new light-sport category aircraft?

  3. At what weight may a particular aircraft legally operate?


MOSAIC expanded the first two. The third remains controlled by the aircraft’s approved documentation.


4. Can the owner of an existing 1,320-pound MC-01 simply begin operating it at 1,650 pounds?


No.


An existing MC-01 must continue to be operated within the maximum takeoff weight and other limitations shown in its applicable Airworthiness Certificate, Operating Limitations, Pilot’s Operating Handbook, manufacturer documentation, and weight-and-balance records.


The FAA specifically warns that increasing the weight, seating capacity, or speed of a legacy S-LSA beyond its original limits is more than an ordinary alteration. Doing so can render its existing airworthiness certificate ineffective.


There is no owner-created “paper increase,” logbook shortcut, or automatic MOSAIC conversion. FAA legacy-LSA guidance


5. But what if the aircraft was structurally designed to support a higher weight?


Structural capability alone is not regulatory authorization.


Before a higher weight may be used, the aircraft must have the required engineering substantiation, configuration control, manufacturer documentation, consensus-standard compliance, weight-and-balance information, performance data, and appropriate airworthiness approval.


An owner, mechanic, dealer, or flight school cannot independently substitute an engineering assumption for approved aircraft documentation.


6. Can a legacy S-LSA ever be recertified at a higher MOSAIC weight?


The FAA says a pathway may be possible, but it is substantially more involved than issuing a revised POH page or placing a new number in the aircraft logbook.


For a legacy S-LSA to exceed its original limitations, the manufacturer would generally need to:


  • Establish compliance with the new FAA-accepted consensus standards.

  • Issue a new Statement of Compliance for the modified aircraft.

  • Supply the necessary approved operating and technical documentation.

  • Support an application for a new special airworthiness certificate under §21.190.


The FAA acknowledges that this may be impractical or expensive for some legacy aircraft. Any Montaer applicability would therefore be determined by the factory for the specific model, configuration, and serial-number group—not by MOSAIC alone.


7. Is Montaer promising a retrofit or MTOW increase for every existing MC-01?


No general or automatic retrofit should be assumed.


Montaer has developed the MC-01 platform with future capability in mind, and current company materials reference support for a projected 1,650-pound configuration. However, the legal operating weight of every aircraft is the weight stated in the final documentation issued for that individual aircraft.


Unless Montaer issues a formal, serial-number-specific program and all required airworthiness documentation is completed, existing aircraft must remain within their currently approved limitations.


8. What does MOSAIC mean for newly produced MC-01 aircraft?


It gives Montaer a certification framework through which future MC-01 configurations may incorporate greater useful load, safety equipment, fuel capacity, avionics, occupant protection, and other improvements without being constrained by the former universal 1,320-pound ceiling.


The final specification of any U.S.-delivered aircraft—including maximum takeoff weight, useful load, stall speed, operating limitations, and approved equipment—will be established by the aircraft’s final production and certification documents.


Customers should rely on the executed purchase specification and aircraft documentation, not on an assumed MOSAIC weight.


9. Does MOSAIC allow a four-seat light-sport category airplane?


Yes. Under the new framework, an airplane may have a maximum seating capacity of four persons.


This is one of the changes that creates a path for aircraft such as the four-seat Montaer MC-04. Montaer’s published specifications describe the MC-04 as a four-seat, all-metal high-wing aircraft with a 2,425-pound maximum takeoff weight, Rotax 916iS power, and modern Garmin avionics. However, four installed seats do not necessarily mean every pilot may carry three passengers.


10. Can a Sport Pilot carry three passengers in a four-seat MC-04?


No.


A Sport Pilot may operate an eligible four-seat airplane, but §61.315 still limits that pilot to one passenger. The other seats must remain unoccupied.


A properly rated Private Pilot or higher may use all four seats, subject to the aircraft’s approved limitations, weight and balance, performance requirements, medical qualification, and the pilot’s applicable ratings and currency.


This is one of MOSAIC’s most frequently misunderstood provisions: four-seat aircraft eligibility is not the same as a four-person Sport Pilot privilege. 14 CFR §§61.315–61.316


11. Does a four-seat airplane become an S-LSA merely because a Sport Pilot can fly it?


No.


MOSAIC separates pilot eligibility from aircraft certification.


A Sport Pilot may operate certain qualifying aircraft even if the aircraft holds a standard, experimental, primary, or other eligible airworthiness certificate. Conversely, an aircraft holding a light-sport category certificate must still satisfy its own certification and operating requirements.


“Sport Pilot eligible” and “certificated as light-sport category” are not interchangeable descriptions.


12. What determines whether an airplane is eligible for Sport Pilot operation?


For airplanes, the central §61.316 criteria include:


  • A maximum clean stall speed, or VS1, no greater than 59 KCAS at maximum certificated takeoff weight and the most critical center of gravity.

  • A maximum seating capacity of four.

  • A non-pressurized cabin.

  • Compliance with the rule’s applicable powerplant, controllability, landing-gear, and propeller provisions.

  • No requirement for a pilot type rating.


The regulation refers to calibrated airspeed, not merely the number displayed on the cockpit airspeed indicator. Eligibility must therefore be established from authoritative aircraft data, not estimated by the owner. 14 CFR §61.316


13. Is the old 120-knot maximum speed still controlling?


Not in the same manner as under the original LSA definition.


The former 120-knot maximum level-flight-speed restriction was removed from Sport Pilot aircraft eligibility. However, Sport Pilots operating aircraft with a VHVH​ greater than 87 KCAS must receive and log the applicable training and obtain an instructor endorsement.


The removal of the old speed ceiling does not eliminate:


  • Aircraft-specific operating limitations.

  • Endorsement requirements.

  • Insurance requirements.

  • The pilot’s obligation to be trained and proficient in the aircraft.


14. Will a Sport Pilot need a high-speed endorsement to fly a Montaer?


That depends on the aircraft’s officially established VHVH​ and the pilot’s prior endorsements.


Under §61.327, a Sport Pilot operating an aircraft with a VHVH​ greater than 87 KCAS needs ground and flight training and a logbook endorsement for that performance group.


A conventional §61.31 high-performance endorsement and the MOSAIC Sport Pilot VHVH​ endorsement are related to aircraft capability but are not necessarily the same legal requirement. The instructor should evaluate the pilot’s certificate, aircraft data, existing endorsements, and intended operating privileges.


15. Can a Sport Pilot fly an aircraft with a constant-speed propeller?


Yes, with an important distinction.


MOSAIC allows Sport Pilots to operate airplanes with:


  • Fixed-pitch propellers.

  • Ground-adjustable propellers.

  • Automatically controlled propellers.

  • Manually controllable-pitch propellers, after the required training and endorsement.


A manual in-flight controllable-pitch propeller requires the training and logbook endorsement specified by §61.331. The exact requirement depends on how the aircraft’s propeller system is designed and operated.


16. Can a Sport Pilot fly an airplane with retractable landing gear?


Yes, after receiving and logging the required training and obtaining the appropriate instructor endorsement.


MOSAIC does not make retractable-gear operation automatic for every Sport Pilot. The pilot must be authorized under §61.331 and must also comply with any applicable aircraft, insurance, rental, and operator checkout requirements.


17. Can a Sport Pilot fly at night under MOSAIC?


Yes, provided all requirements are met.


A Sport Pilot seeking night privileges must:


  • Receive at least three hours of night flight training in the appropriate category and class.

  • Complete the prescribed night cross-country training.

  • Complete at least ten night takeoffs and ten full-stop landings.

  • Receive the required instructor endorsement.

  • Hold an FAA medical certificate or qualify under BasicMed.


A driver’s license alone is not sufficient for Sport Pilot night operations. The aircraft must also be properly equipped and approved for night flight. 14 CFR §61.329


18. Does MOSAIC allow Sport Pilots to fly IFR?


No.


MOSAIC permits Sport Pilots to receive additional training and to operate more capable aircraft, but it does not grant instrument-flight privileges to the holder of a Sport Pilot certificate.


A Sport Pilot must continue to operate with visual reference to the surface and within the applicable visibility and airspace limitations. IFR operation requires an appropriately rated pilot exercising privileges that permit instrument flight.


19. If a Montaer has a GTN navigator and a full IFR panel, may it be flown in IFR?


“IFR equipped,” “IFR training capable,” and “approved for flight in IMC” are different statements.


An aircraft may contain the avionics needed for instrument training or IFR navigation, but an actual IFR flight requires all of the following:


  • A pilot holding the appropriate certificate, instrument rating, medical qualification, and currency.

  • Aircraft equipment satisfying the applicable regulations.

  • An aircraft configuration approved for the intended operation.

  • Operating Limitations and manufacturer documentation that permit the operation.

  • Current inspections, databases, and required equipment.


A Sport Pilot may not fly IFR merely because the panel is IFR capable. For an S-LSA, the aircraft’s Operating Limitations and manufacturer-authorized configuration are particularly important.


Montaer offers MC-01 and MC-04 configurations with Garmin equipment intended for advanced instrument training and, where properly documented and approved, IFR operations by appropriately qualified pilots. Montaer MC-01


20. Can the MC-01 still be used for Private Pilot and instrument training?


Yes, when the aircraft configuration, equipment, instructor qualifications, and operating limitations support the training being conducted.


The MC-01’s two-seat layout, stable handling, all-metal construction, dual controls, and available Garmin avionics make it well suited for primary and advanced training. The type of operation permitted—VFR instruction, simulated-instrument training, or actual IFR—must be confirmed from the individual aircraft’s documents and installed equipment.


MOSAIC did not reduce the training utility of existing S-LSA aircraft.


21. Will a Private Pilot need to comply with Sport Pilot limitations when flying a Montaer?


Normally, a Private Pilot exercising Private Pilot privileges follows the privileges and limitations applicable to that certificate, not the one-passenger limitation imposed on a Sport Pilot.


However, a higher-certificated pilot who is relying on Sport Pilot medical provisions or expressly exercising Sport Pilot privileges may become subject to Sport Pilot operating limitations. The pilot’s medical qualification and the particular privilege being exercised matter.

22. Can I fly under Sport Pilot privileges using only my driver’s license?


In many daytime operations, yes, provided the pilot satisfies all requirements of §61.23 and §61.303.


Among other conditions:


  • The driver’s license must be valid.

  • The pilot must comply with its restrictions.

  • The pilot cannot know of a medical condition that would make the operation unsafe.

  • If the pilot previously applied for an FAA medical, the status and history of that medical application matter.


A driver’s license does not authorize Sport Pilot night operations. Night privileges require an FAA medical or BasicMed qualification.


23. Does MOSAIC change the Sport Pilot certificate’s minimum training time?


The basic minimum for an airplane Sport Pilot certificate remains 20 hours, although that is a regulatory minimum—not a promise that every applicant will be checkride-ready at 20 hours.


Flying faster or more complex aircraft may require additional instruction and endorsements. Flight schools and insurers may also establish experience and checkout requirements beyond the FAA minimum.


24. Can Sport Pilots use controlled airports and Class B, C, or D airspace?


Yes, after receiving the required ground and flight training and a logbook endorsement under §61.325.


MOSAIC does not eliminate the controlled-airspace endorsement. Pilots must remain qualified for the airspace and airport being used and comply with any airport-specific Class B restrictions.


25. Does MOSAIC allow commercial use of a Montaer?


It expands certain permitted operations of light-sport category aircraft, but it does not turn a Sport Pilot certificate into a commercial certificate.


A Sport Pilot generally may not act as pilot in command:


  • For compensation or hire.

  • While carrying passengers or property for compensation or hire.

  • In furtherance of a business.

  • While demonstrating an aircraft in flight as an aircraft salesperson.


Aircraft use by flight schools, rental operators, and other commercial organizations depends on the applicable Part 91 or other operational rules, the pilot’s certificate, and the aircraft’s approved Operating Limitations.


26. Can an existing normal-category airplane be converted into an S-LSA under MOSAIC?


No.


An aircraft that previously held a standard-category airworthiness certificate is not eligible to be recertified with a light-sport category certificate.


However, a Sport Pilot may be permitted to operate certain standard-category airplanes if they satisfy §61.316 and the pilot meets all applicable limitations and endorsement requirements. Again, pilot eligibility does not change the aircraft’s certification category. FAA certification FAQ


27. Does MOSAIC make owner modifications easier?


For minor repairs and minor alterations, MOSAIC introduced more flexibility by permitting work under applicable Part 43 standards without always requiring prior manufacturer approval.


Major repairs, major alterations, and any change affecting approved weight, seating, speed, structural capability, flight characteristics, or operating limitations remain tightly controlled. These changes generally require manufacturer authorization or approval from another person acceptable to the FAA.


MOSAIC should never be interpreted as blanket permission to modify an S-LSA.


28. Are manufacturer Safety Directives still important?


Yes.


The FAA distinguishes manufacturer-issued Safety Directives from FAA Airworthiness Directives. Under the current rules, compliance with a manufacturer Safety Directive may be voluntary in some circumstances, but the FAA strongly encourages compliance.


More importantly, §91.7 prohibits operating an aircraft that is not in an airworthy condition. If a directive addresses a safety-of-flight condition, that condition must be corrected before the aircraft can be considered airworthy.

29. Who may maintain or inspect a Montaer S-LSA?


Depending on the work being performed, maintenance and inspections may be conducted by appropriately qualified:


  • FAA-certificated A&P mechanics.

  • Appropriately rated repair stations.

  • Light-Sport Repairmen with a Maintenance rating and the applicable privileges.

  • Owners or pilots performing only preventive-maintenance tasks they are legally authorized to perform.


The aircraft must still receive its required condition inspection, and work must follow the applicable Montaer maintenance instructions, Rotax documentation, equipment-manufacturer instructions, Operating Limitations, and FAA regulations.


30. What does MOSAIC mean for the MC-04?


MOSAIC establishes the U.S. regulatory pathway for a new generation of larger and more capable light-sport category airplanes, including four-seat designs.


The MC-04 was conceived for this environment: a four-seat, all-metal, high-wing airplane powered by the Rotax 916iS and designed around modern Garmin avionics, substantial useful load, cross-country performance, and flight-school utility.


MOSAIC, however, is the regulatory framework—not the aircraft’s airworthiness certificate. U.S. delivery and operation in the light-sport category remain subject to completion of the applicable consensus-standard compliance, manufacturer Statement of Compliance, FAA airworthiness process, and individual aircraft documentation.


31. Does MOSAIC automatically make the MC-04 flyable by a Sport Pilot?


Not solely because MOSAIC exists.


For Sport Pilot operation, the final U.S. configuration must satisfy §61.316, including the applicable stall-speed, seating, cabin, powerplant, and design requirements. The pilot must then possess the appropriate category and class privileges, performance endorsements, and any endorsements required for the aircraft’s propeller or landing-gear system.


Montaer will identify the applicable privileges and requirements from the aircraft’s final U.S. certification and operating documents.


32. If the MC-04 has four seats, why is it valuable to a Sport Pilot who may carry only one passenger?


Because seat capacity affects more than the number of passengers carried on a particular flight.


A four-seat platform can provide:


  • Greater cabin and baggage flexibility.

  • More useful load.

  • Additional fuel and equipment capability.

  • A more substantial training and cross-country platform.

  • Use by Sport Pilots with one passenger.

  • Full four-seat use by appropriately qualified Private Pilots and higher-certificated pilots.


This allows one aircraft to serve pilots at different stages of training and certification.


33. Will insurance companies automatically follow the new FAA privileges?


No.


FAA authorization establishes what is legally permissible. Insurance companies, lenders, flight schools, and rental operators may impose additional requirements, including:


  • Minimum total or make-and-model time.

  • Dual transition training.

  • Recurrent training.

  • Instructor signoff.

  • Instrument or night currency.

  • Restrictions on student solo or rental operations.


Customers should confirm coverage before exercising newly available privileges.


34. What documents control my particular Montaer?


For any individual aircraft, consult:


  1. The Airworthiness Certificate.

  2. FAA-issued Operating Limitations.

  3. The current Pilot’s Operating Handbook or Aircraft Operating Instructions.

  4. Current weight-and-balance and equipment records.

  5. The manufacturer’s Statement of Compliance, where applicable.

  6. Aircraft and engine maintenance manuals.

  7. Applicable Montaer Safety Directives and Service Bulletins.

  8. FAA Airworthiness Directives.

  9. Aircraft logbooks and approved alteration records.


If a website, advertisement, sales discussion, or general MOSAIC summary conflicts with these documents, the aircraft-specific approved documents control.


35. What is the simplest way to understand MOSAIC?


Remember these four rules:


MOSAIC expands possibilities; it does not automatically rewrite an aircraft’s paperwork.
Four seats in the airplane do not mean three passengers for a Sport Pilot.
IFR-capable equipment does not give a Sport Pilot IFR privileges.
A higher structural capability is not an approved higher operating weight.
